WHAT IS OSHA??

Its mission is to help employers and employees reduce on the job injuries,illness and deaths.

OSHA also directs national compliance initiatives in occupational safety and health.

History of OSHA

The history of occupational safety and health administration is one of full of diputes,turmoil,and finally triumph.It is one of the goverment organisation with a shaky start.It was instilled on December 29,1970 in order to stop illness,deaths,and work related injuries.The history of OSHA was a messy start before it was created.

Terminologies

hazard:hazardous materials

safety:Away from dangerous materials

near hit:accident,incident,or event that did not happen.

Importance of OSHA in workplace

-the Occupational Safety and Health Act encouraged employer-employee joint efforts in promoting healthful and safe workplaces.

-to those employers who are involved in violations of workspace and health principles,OSHA can participate to enhace workplace safety and health through consultation services the agency offers to employers.

Types of accident:

-chemical exposure

-injuries and illness

Organisation in OSHA

-U.S chemical- safety board:an independant federal agency investigating chemical accidents to protect workers,the public and the environment.

-Niosh- providing National and world leadership to prevent workplace illness and injuries.

TAKRIF KESELAMATAN DAN KESIHATAN PEKERJAAN (OSHA)

Keselamatan dan kesihatan pekerjaan adalah suatu keadaan di mana seseorang pekerja memerlukan persekitaran kerja yang selamat dan sihat untuk dirinya dan orang-orang lain yang mungkin terjejas oleh aktiviti-aktivitinya.

Merupakan satu bidang yana bertujuan melindungi kesihatan,keselamatan dan kebajikan pekerja.

Keselamatan tempat kerja merupakan suatu aspek penting didalam sesebuah organisasi syarikat.

Merupakan salah satu tanggungjawab majikan di bawah akta kesihatan dan keselamatan pekerjaan 1994 malaysia untuk mengambil berat tentang kesihatan dan keselamatan para pekerja ketika berada didalam sesebuah syarikat.

Akta ini dikawalselia oleh Jabatan Kesihatan Dan Keselamatan Pekerjaan dari Kementerian Sumber Manusia.

 

SEJARAH (OSHA)

Keselamatan pekerjaan diperkenalkan oleh jabatan kilang dan jentera dari kementerian sumber manusia berikutan insiden letupan kilang mercun di Sungai Buloh yang berlaku pada 1994.

Ketika berlakunya kejadian tersebut, berpuluh-puluh pekerja terperangkap dan terkoban didalam insiden tersebut.

Selain itu sejarah OSHA boleh di jejak seawal tahun 2500 sebelum masihi di Babylon,melalui hammurabi.

ERA KESELAMATAN DANDANG (Sebelum 1914)

Tugas utama keselamatan pekerjaan yang pertama dilaksanakan di malaysia pada tahun 1878 olel William Givan.

Beliau bertugas memeriksa keselamatan dandang stim di lombong bijih timah.

Pada tahun 1892 terdapat 83 dandang di negeri perak.

Enakmen dandang stim bersifat kernegerian ketika itu.

Pada tahun 1908 kesemua negeri-negeri melayu berekutu mempunyai perundangan dandang tersediri dikenali “ Inspector Of Booiler”

 

ERA KESELAMATAN JENTERA (1914 -1952)

1 januari 1914 enakmen dandang stim di mangsuhkan,digantikan dengan “ Machinery Enactment”.

Ketika itu “Inspector Of Boiler”di mansuhkan,digantikan “ Inspektor Of Machinery And Assistant Inspector Of Machinery”

Ketika itu jentera-jentera kebanyakannya tertumpu di sektor perlombongan.

 

ERA KESELAMATAN INDUSTRI (1953-1967)

Cawangan kejenteraan berada di bawah jabatan galian sehingga 1962.

Ia dipisahkan dari jabatan galian dan ditukar kepada jabatan kejenteraan.

1953 semua enakmen ini digunakan di negeri melayu bersekutu dan tidak bersekutu serta negeri selat di mansuhkan, digantikan dengan ordinan 1953.

 

PERATURAN-PERATURAN DI BAWAH OSHA 1994

Peraturan keselamatan dan kesihatan pekerjaan (penyataan dasar am keselamatan dan kesihatan majikan) (pengecualian) 1995.

Peraturan keselamatan dan kesihatan pekerjaan ( pegawai keselamatan dan kesihatan) 1997.

Peraturan-peraturan keselamatan dan kesihatan pekerjaan (kawalan tehadap bahaya kemalangan besar dalam perindustrian) 1996.

OSHA:

Occupational health and safety is a cross-disciplinary area concerned with protecting the safety, health and welfare of people engaged inwork or employment. The goal of all occupational health and safety programs is to foster a safe work environment. As a secondary effect, it may also protect co-workers, family members, employers, customers, suppliers, nearby communities, and other members of the public who are impacted by the workplace environment.

HISTORY:

The Occupational Safety and Health Act 1994 (Act 514) is a piece of Malaysian legislation which was gazetted on 25 February 1994 by the Malaysian Parliament.

The principle of the Act is "To make further provision for securing that safety, health and welfare of persons at work, for protecting others against risks to safety or health in connection with the activities of persons at work, to establish the National Council for Occupational Safety and Healthand for matters connected therewith."

The Act applies throughout Malaysia to the industries specified in the First Schedule. Nothing in this act shall apply to work aboard ships governed by the Merchant Shipping Ordinance 1952, the Merchant Shipping Ordinance 1960 of Sabah or Sarawak or the armed forces.There are seven regulations under OSHA 1994 that enforced by DOSH,which are:

1. Control of Industrial Major Accident Hazards Regulations, 1996

2. Classification, Packaging and Labelling of Hazardous Chemicals Regulations, 1997

3. Safety and Health Committee Regulations, 1996

4. Safety and Health Officer Regulations, 1997

5. Use and Standards of Exposure of Chemicals Hazardous to Health Regulations, 2000

6. Notification of Accident, Dangerous Occurrence, Occupational Poisoning and Occupational Disease Regulations, 2004

7. Employers’ Safety and Health General Policy Statements (Exception) Regulations, 1995

HAZARDS AND SAFETINESS FOR THE WORKERS:

Nearly 6.5 million people work at approximately 252,000 construction sites across the nation on any given day. The fatal injury rate for the construction industry is higher than the national average in this category for all industries.

Potential hazards for workers in construction include:

  • Falls (from heights);
  • Trench collapse;
  • Scaffold collapse;
  • Electric shock and arc flash/arc blast;
  • Failure to use proper personal protective equipment; and
  • Repetitive motion injuries.

The Important for Occupational health and safety:

Occupational health and safety officers promote health and safety procedures in an organisation. They recognize hazards and measure health and safety risks, set suitable safety controls in place, and give recommendations on avoiding accidents to management and employees in an organisation. It is the responsibility of the company to take steps to protect its workers’ safety and health.

Introduction To OSHA

Greeting readers,

This blog is actually created by Mr Isfa, the OSH subject lecturer for DIP2C class in POLIMAS and make his  student  to authorise this blog . The main purpose of this blog is actually to centralize all the information, assignment, and project for this particular subject to be shared all across the web and particularly, for POLIMAS student. This will make the accessibilities of information to all OSH student more effective which concomitant with POLIMAS IT Department’s vision to make Programming student familiarise with the online data fetching and thus, making the student very practical and effective in all parts in the industry.  Me and my group  members also personally thinks that this approach will also produce a higher quality student not only in final examination pointer, but also in skills, knowledge and effectiveness.

Anyway, back to the main topic. We were given 6 question by Mr Isfa and ordered to answer them in class(presentation) and post it  in this blog. So, these outcome is from our research.

Question 1: What OSHA actually is anyway?
The word OSHA stands for Occupational Safety and Health Administration. It is more like an organisation formed by our government to maintain and supervise all workspace safety and healthy work environment for the worker. OSHA issues and enforces standards for workplace safety and health in order to prevent work related injuries.

Question 2: Brief History Of OSHA

Question 3: Organisation in OSHA
Organisation in OSHA can be divided into 2 groups which is government organisation and non-government organisation. Some famous example of it are National Institute of Occupational Safety and Health (NIOSH), Occupational Safety and Health Academy (OSHA) and Department of Occupational Safety and Health (DOSH).

National Institute of Occupational Safety and Health (NIOSH)
NIOSH was established on 24 June 1992 as a Company Limited by Guarantee, under the Malaysian Companies Act, 1965.

NIOSH was launched, after careful preparation and commitment from all parties to improve the safety and health of workers at the workplace in Malaysia.

Under Minister of Human Resources, Malaysia.
"Critical catalyst" in the promotion of occupational safety and health.

NIOSH Board of Directors comprises of 15 Board members, ten of which are appointed by the Government while the remaining are elected by NIOSH members during the Annual General Meeting (AGM).

OSHA founded in 1993.Formed to provide a general occupational safety & health consulting & training offerings to the business within Malaysia.

The design and delivery of custom training solutions.

The development of OSH management systems within the ILO OSH Management Guidelines 2001.

OSHA has provided its services within Malaysia as well as other international locations namely Indonesia, Sudan, Myanmar, Vietnam & South Africa.

Industry experience includes Utilities, Telecommunications, Aviation, Maritime, Petrol-Chemical, and Manufacturing, Construction, and Hospitals, Finance & Commercial activities.

Question 4: Terminology in OSHA
Some famous terminologies used in this industry is:

HAZMAT = Hazardous Materials
Hazard = Danger to human or environment
Safety = Away from danger
Health = Well being and free from disease
Environment = Surrounding condition
Exercise = OSH performed Emergency  Execution exercise regularly
Emergency = a sudden unforeseen crisis

Question 5: Importance of OSH
We have come into a conclusion that there are 5 importance of OSH. They are:
1) To prepare and preserve a workplace with a safe and healthy working system.
2) To ensure that all staff are provided with the relevant information, instruction, training and supervision regarding methods to carry out their duties in a safe manner and without causing any risk to health.
3) To investigate all accidents, diseases, poisonous and/or dangerous occurrences, and to have action taken to ensure that these occurrences will not be repeated.
4) To comply with all the requirements of legislations related to safety and health as stated in the Occupational Safety And Health Act 1994, as well as regulations and codes of practice which have been approved.
5) To provide basic welfare facilities to all workers

Inside the Human Factor category, we can divide it into several more sub-category. To make it easy to understand, I’ll just brief it in simple words. The sub-categories are:
